Leadership is most meaningful when it is anchored on integrity, guided by conscience, and driven by selfless service to the people. A true leader embodies ethical uprightness, transparency, accountability, sincerity of purpose, honesty, participatory governance, fiscal discipline, inclusiveness, citizens wellbeing, and above all, the fear of God with utmost Conscience. These are not mere ideals, they are living principles exemplified by the Executive Chairman of Ilorin East Local Government, Hon. Amb. Mallam Garba Olayinka Lukman Agbelere (AEC).
From the very outset of his administration, Amb. Agbelere has demonstrated a governance style rooted in leadership integrity and an unwavering commitment to citizens’ wellbeing. His people-centered approach places service above self, ensuring that every policy and project reflects the collective interest of the people of the area where the project would be executed.
Within just a few months in office, he emerged as the Overall Best Chairman in Primary Healthcare Delivery in the state in December 2024. His exceptional performance further earned him the Most Outstanding Chairman of the Year 2025 award by the Kwara State Ministry of Health in collaboration with the Kwara State Primary Healthcare Development Agency. On the national stage, he was recognized as the Best Chairman in Health Nationwide 2025 by LOGMA at the National Merit House, Maitama, Abuja — a testament to his visionary leadership in strengthening healthcare delivery.
Beyond health, his administration has recorded remarkable strides in agriculture and food security, infrastructural development, clean water through sinking of Solar powered motorized borehole across wards, educational advancement through scholarships, youth and women empowerment, and improved security of lives and property. These achievements have earned him several accolades within and beyond Kwara State.
In recognition of his ethical governance and exemplary public service, the Centre for Ethics and Self Value Orientation, a globally recognized non-governmental organization led by Prince Salihu Musa Yakubu, conferred on him the prestigious title of Ambassador of Ethics and Conscience (AEC) during the commemoration of the United Nations International Day of Conscience 2025. He was also enlisted among the Top 100 Most Ethically Upright and Least Corrupt Leaders at the sub-national level in Nigeria — an honour that underscores his moral authority and principled leadership.
The people of Ilorin East remain profoundly grateful to His Excellency, Mallam Abdulrahman Abdulrazaq, CON, Chairman of the Nigeria Governors’ Forum and Sardauna of Ilorin Emirate, for entrusting the leadership of Ilorin East to a man of such competence and conscience. Under Amb. Agbelere’s stewardship, the local government has gained national visibility and growing global recognition.
Today, as we celebrate your birthday, Sir, we honour not just the passage of another year, but a legacy of impactful leadership, ethical governance, and selfless service. May Almighty Allah grant you long life, abundant prosperity, sound health, and greater strength to continue serving God and humanity.
Happy Birthday, our Leader of Ethics and Conscience.
Bawa Haruna Ibrahim is the Chief Press Secretary To The Executive Chairman of Ilorin East Local Government.
